Eight million of America's "forgotten" middle-income families- those earning $16,000 to $20,000 a year- -may get a boost up on the home ownership ladder under a new government -insured mortgage program scheduled to be introduced in Congress early this year.
'The Housing Opportunity Act of 1979" sponsored by the National Association of Home: Builders -is aimed at "putting home ownership within the reach of forgotten middleclass familles without requiring any new federal expenditures or subsidies, said newly elected NAHB president Vondal S. Gravlee at the group's 35th annual convention here. "If you don't earn $27,000 a year or you're not a low- come family who qualifies for a mortgage subsidy, you are in housing no-man's land," Gravlee said. Noting that the median sales price of a new single home was $58,400 nationwide in October, Gravlee said a first-time home buyer would: need an income of almost $27,000 in order to purchase this home under FHA qualification standards. "The act would amend the existing FHA section 245 graduated payment mortgage program to take into account rising value of the property and utilize the concept of negative amortization in the early years of the loan to keep monthly payments low," Gravlee said.

The proposed restructured graduated payment mortgage program would qualify a family earning $18,750 for the purchase of a $55,000 home with a down payment of $2,250. At an interest rate of 10 percent, the monthly mortgage payment for the home would be reduced to $333 from $459 a month for principal and interest on a 30-year loan. The graduated mortgage plan permits a home buyer to make smaller payments during the early years of the loan with payments increasing year-by-year until they reach a fixed level 12 to 15 years into the loan. Gravlee said buyers would have the option of having their mortgage payments increase at a rate of u4 percent a year or 6 percent per year, with payments remaining the same for the first two or five years of the loan.
He said this will assure that any family, regardless of its income expectations, will be able to qualify for the program and meet future mortgage payments. NAHB mortgage experts explained that the proposed restructur-ing of section 245 would allow the rising market value of the home to eventually "erase" the negative amortization in the early years of the mortgage. "What builders are asking Uncle Sam to do is bet that the value of the house will rise at least 6 percent a year," said one NAHB analyst. Gravlee said that "an appreciation rate of only 6 percent in the value of the house will result in positive equity buildup and a decreasing loan-tovalue ratio." With a $333 monthly payment in the first year of the mortgage on the $55,000 house, there will be a negative amortization (rise in the amount of principal owed) of $1,341. In effect, the loan balance will rise to $54,091 from $52,750 in the first year.

The fast-moving gambling issues recorded some of the day's most substantial losses. The Dow Jones average of 30 industrials, up about 6 points at midsession, was off .44 at 846.41 by the close. The daily count on the New York Stock Exchange showed about five declines for every four issues that gained ground. Leading the retreat in gambling stocks was Bally Manufacturing, down at as of the 4 p.m.

Dorsey Company Norfleet Company Incorporated Economic Digest Bell Joins Tax Protest By JAMES BURNS Journal Staff Writer South Central Bell Telephone joining a long string of companies attempting to recoup property taxes paid under protest, filled a lawsuit in Caddo District Court on Tuesday. In its suit, the company is seeking to recover a portion of taxes paid late last year to Caddo Parish and five parish cities including Shreveport. The suit asks for the return of more than $1 million paid under protest. South Central is the latest in a long line of companies that have filed suits to recover taxes paid under protest. According to the lawsuit, South Central Bell filed a protest with the state Tax Commission last year after the fair market value of company property was "grossly overstated." On Dec.
14 of last year, the commission denied its protest, the suit says. The company also has appealed that ruling to a district court in Baton Rouge, the suit says. In Caddo Parish, the company is asking for the return of $675,909 paid in protest out of a total tax bill of $1.3 million. The suit also seeks to recover $337,688 of the $650,000 paid to Shreveport. Other cities named as defendants in the suit and amounts sought are Blanchard, Mooringsport, $226; Oil City, and Greenwood, $835.

Dependency A new law passed by Congress Oct. 1, 1978, makes dependency and indemnity compensation payable to eligible widows and children in certain non-service connected death cases, according to Caddo Parish service officers. Officers George W.
Antee and Cecil M. Mills noted that the key issue is that at the time of the veteran's death, he must be the recipient of 100 percent service-connected compensation for five continous years from the date of the service discharge or continously for 10 years or more. His death must not have been due to his own willful misconduct. The surviving spouse in these special cases has to be married at least two or more years prior to the death. The officers said potentially eligible widows and children will not be notified automatically.
